Benedict Clements is Visiting Professor at NCAER. He earlier worked as an Economics Professor at Providence College for six years, after which he joined the International Monetary Fund (IMF) in 1991, where he worked in various departments, retiring as an Assistant Director. At the IMF he led a large number of studies on macro-fiscal policy issues such as the reform of energy subsidies, reform options for public health expenditures, pension reform, and fiscal policies to promote growth and reduce inequality. He also led IMF country teams providing technical advice on fiscal issues in Africa, Asia, Europe, Latin America, and the Middle East, as well as missions to conduct macroeconomic surveillance and negotiate IMF-supported programmes.

He has extensively published papers in academic journals, bringing messages from his policy work, including that at the IMF, to a wide audience. He also regularly contributes to the policy debate in developing countries through blogs and academic papers. In addition to his role at NCAER, he serves as a Visiting Professor (Non-resident) at the Universidad de las Américas in Ecuador, where he also taught classes in public finance in 2021-22.

He earned his PhD in Economics from the University of Notre Dame, Indiana, USA.
