Charu Jain is a Senior Fellow at NCAER. Her areas of research interest includes education, gender, and socio-developmental changes. She has worked in the area of land & policy related issues, agriculture, steel, handloom sector, large-scale consumer studies, industrial surveys, housing indices, and macro-economic policy issues. Dr Jain has few national and international publications to her credit. She received her PhD in Economics from IGNOU, New Delhi and is Gold medallist during her Master’s program from GJUST, Hisar. She has authored a book on the ‘Quality of Secondary Education’ in India published by Springer. Before NCAER, she has worked at TNS India Ltd and PHD Chamber, New Delhi.
Deepak Sanan recently retired from the Indian Administrative Service, where he was attached to the state of Himachal Pradesh. He held senior positions in public finance, land governance, and the water and sanitation sectors at both the state and national levels. He also had significant tenures in the health, urban development and power sectors. Currently, he is an advisor for projects on water and sanitation and land governance at a number of institutions in India. He has been a Consultant with the World Bank, IFAD, DFID, IDS Sussex and AusAid. He has also served as the India Country Team Leader in the Water and Sanitation Program (South Asia) at the World Bank.
Mr Sanan has been writing regularly on Centre-State relations, in particular, on creating incentives for more effective use of Central funds to overcome State budget constraints and improve governance. He has published extensively and presented papers on these issues at a number of conferences across India. Mr Sanan received his MA in Politics (IR) from the Jawaharlal Nehru University, New Delhi, and BCom (Hons.) from Delhi University.
Asrar Alam is an Associate Fellow at the NCAER States, Sectors, Surveys, and Impact Evaluation division. He has worked on a wide variety of studies, including both survey and non-survey-based studies, some major studies include; Assessment of Faceless Assessment Scheme of Income Tax Department, Education Satellite Account, Tourism Satellite Accounts, Gems & Jewellery sector of India, the N-SIPI investment index, Concurrent Monitoring & Impact Assessment of Handloom Clusters across India, Impact Evaluation of MoMA Scholarship Scheme, National Survey of Household Income & Expenditure, and a number of other studies. In recent years, he has focused extensively on the Monitoring and Impact Evaluation Studies.
He has a rich experience of primary data collection for large-scale surveys including both household and industry survey, qualitative interviews, questionnaire designing, data management and analysis and handling large scale data sets like PLFS, NSSO employment & consumption data sets, ASI, etc. His research interests include quantitative and qualitative assessment of government schemes, human development, income, expenditure, poverty, demography.
Laxmi Joshi is a Fellow at NCAER with research interests in agriculture and rural development. She has worked on issues related to the Agricultural Outlook Situation Analysis, National Rural Employment Guarantee Act, economic benefits of weather and marine services, air pollution issues in agriculture, India’s cotton revolution, dairy development, convergence and agricultural intervention in Maharashtra, farm mechanization, the National Policy for Farmers and fisheries sector. Also worked in Cement and Refinery and Petrochemicals. Before NCAER, she worked at the National Commission on Farmers and the National Institute for Agricultural Economics and Policy Research (NAIP). At NAIP worked on various innovative research areas namely; ‘Radar Approach’ to measure sustainability; ‘ Meta- Analysis’ to assess impact of watershed, ‘Total Factor Productivity’ to measure the technological change; Congruence approach for priority setting in Uttaranchal agriculture; Diversification of agriculture in India and in South Asian countries and Resource Allocation in Agricultural Research.
Saurabh Bandyopadhyay is a Senior Fellow at NCAER. He has undertaken a wide variety of studies, including; Railways Passenger and Freight, Ratnagiri Refinery and Petrochemicals, Cement, etc. in the Infrastructure Sector; Agriculture Outlook, Convergence of Agricultural Intervention in Maharashtra, National Cooperative Development Council, National Dairy Development Board, Ministry of Panchayati Raj, Ministry of Fishery, Animal Husbandry & Dairying in the Rural Economy Sector and, also in the area of Skill Economy, Direct Benefit Transfer, setting up of a separate office for the Central Registrar of Cooperative Society, amongst others. Dr Bandyopadhyay started his career at the Indian Statistical Institute, New Delhi and has more than 25 years of research experience. He has a Ph. D in Economics from Jawaharlal Nehru University (JNU), New Delhi
