An Integrated Modelling Approach for Assessing the Macroeconomic Costs and Benefits of Low Carbon Pathways
Incorporating specific strategies for achieving defined carbon emission reduction goals in the economic development agenda is crucial for India, given its development imperatives and consequences of its choice to the world. Choice of specific strategies in this context will have to be guided by assessments of implications of policy choices to the economy at the aggregate level and whether it is inclusive or not. The assessment also needs to be weighed in terms of its impact in the short-term, medium term and long- term effects. Understanding this broader dimension of the implications would be of critical significance in the choice of low carbon pathways to minimize economic costs while achieving the goals to preserve life sustaining nature. The programme will assess low-carbon development pathways for India, with the twin pillars of (1) techno-economic assessment of cost-effective opportunities for energy transitions in key sectors, and (2) qualitative examination of socio-political and governance challenges of potential pathways and requisite policy interventions. This work program is designed to develop a methodology to provide an economy wide assessment of alternative policy choices to achieve low carbon pathways towards sustainable and inclusive economic development in India. The study scopes to Integrate the Social Accounting based CGE Model to be developed by NCAER with the MESSAGEix based Energy Systems Model, to be constructed by its collaborative partner in this study. In the process, the study identifies the linkages and mapping of MESSAGEix and CGE model.

Impact of Taxation on Auto Sales
The objective of the study is to estimate the impact of tax rates on automobile sales and tax revenue. This study will include the following: (i) estimation of price and tax elasticity of demand for auto industry including passenger vehicles, two-wheelers, three-wheelers and commercial vehicles; (ii) study of taxation regimes for the auto industry in India and; (iii) benchmarking India’s tax regime against comparable countries.

NCAER Gig Economy Initiative

The programme seeks to research and highlight the socio-economic impact of platform work and platform companies in India. Depending on the sector, the platform economy model works differently. The current work program will focus on holistically studying the food delivery platform sector. The programme is split into 3 parts.

In Part 1 : We will study the socio-economic impact of food delivery platforms on workers

In Part 2:  We will assesses the impact of food delivery platforms on restaurants & cloud kitchens

In Part 3: We will evaluate the systemic impact of food delivery platforms on economic output and labour market

Quarterly Business Expectations Survey

NCAER has been tracking the business confidence of Indian firms through a quarterly Business Expectations Survey since 1991. The survey provides an assessment of the present conditions and short-term prospects for India’s business environment based on responses from more than 500 companies in six metropolitan cities in India. The survey includes information on firm characteristics, firm expectations of change in input and output costs, their labour employment and wage situations, inventories, prospects for sales, exports and imports and profits. All this data is collated to form the final index using four parameters: overall economic conditions, investment climate, financial position of the firm and capacity utilisation. The survey also captures business confidence in India’s political management of economic policies through the Political Confidence Index (PCI).

White Paper on Farm Mechanisation in India

NCAER will prepare a white paper that will focus on recommendations for creating an industrial and trade Policy to make India a powerhouse in the farm machinery sector. The overall objective of this paper is to recommend policymakers, key strategic actions to be taken to foster the growth of the Farm Machinery Industry (other than tractors) based on evidence that would enable India to become a global leader in this sub-sector.
