Assessing the Fiscal Dynamics of Chhattisgarh State: A Comparative Study with Jharkhand and Odisha

This paper analyses the fiscal position of Chhattisgarh in comparison with Odisha and Jharkhand, focusing on revenue mobilisation, expenditure quality, fiscal deficits, debt sustainability, and compliance with fiscal responsibility targets. While Chhattisgarh performs relatively well in revenue generation and developmental spending, its fiscal position remains vulnerable due to high subsidies, rising committed expenditure, widening deficits, and large contingent liabilities. In contrast, Odisha and Jharkhand have maintained relatively stronger fiscal discipline and revenue surpluses. The paper highlights that Chhattisgarh’s dependence on mining revenues and growing reliance on borrowings constrain its fiscal sustainability and capital investment capacity. It argues that improving fiscal health will require strengthening own revenue mobilisation, rationalising subsidies, containing committed expenditure, and adopting more prudent borrowing practices.
